The relationships between the many known species are complex, but many are codified and agreed to in formal, legal language, through diplomatic treaties. As well, laws that bind all species under the auspices of the Elder Races are agreed upon, and it is their duty to ensure their Younger Races comply with them.

Military Potential Limitation Act
The MPL specifies limits on employing Potentials in direct military service. Specifically, Potentials whose power exceeds that of the general population of their species by more than one deviation (measured by Tier) cannot be employed directly in military combat. While there are some limited exceptions, such as provisions for medical aid outside of active combat zones, this act's intent is to reduce the amount of damage done by military conflict, as the employment of high Tier Potentials could have similar outcomes to the indiscriminate use of weapons of mass destruction.
It does not limit the employment of Potentials by paramilitary and non-military agencies, however, so many Potentials can still find employment by intelligence agencies and covert action groups, so long as they are not drawn into open warfare.
